Serena Liau
Deputy Director, Green Economy Agreements, Ministry of Trade and Industry
As Deputy Director for Green Economy Agreements, Serena leads the team in developing Singapore’s template for a first-of-its-kind G2G agreement to govern cross-border green economy activity – including clean energy trade, carbon-related flows, green and transition finance and environmental goods and services. Serena currently leads the implementation of the Singapore-Australia Green Economy Agreement, and supported Singapore’s negotiations at the Indo-Pacific Economic Framework’s Clean Economy Pillar.
Serena is also a trade specialist at MTI. From 2011 to 2016, she promoted Singapore’s economic relations with emerging economies such as South Asia, Central Asia and Latin America, through government-level engagements, business missions, and tie-ups with relevant trade associations. From 2017 to 2019, Serena negotiated bilateral investment treaties and investment chapters in free trade agreements. She joined MTI Academy from 2021 to 2022 where she was responsible for meeting the training needs of the Ministry’s officers and growing industry’s awareness of free trade agreements.
Serena graduated with an LLB (Hons) from the National University of Singapore, and a graduate diploma in Philosophy, Politics and Economics (PPE) from the University of Otago, New Zealand.
