As AI diffuses at unprecedented speed, governments are facing growing pressure to respond. Should advanced models be subject to greater oversight and mandatory reporting? Are export controls an effective way to manage AI-related risks? And do current policy responses reflect how the technology is actually developed, diffused, and used?

On October 13, 2026, the Lee Kuan Yew School of Public Policy's Centre on Asia and Globalisation and the Hinrich Foundation will jointly present "The Governance Challenges of Managing AI," a panel bringing together perspectives across policy, technology, and trade to probe the role of governance in one of the most consequential drivers of the modern economy.

Max Smeets (Senior Researcher, Center for Security Studies, ETH Zurich; Co-Director, Virtual Routes)
Dr. Max Smeets is a Senior Researcher at the Center for Security Studies at ETH Zurich and Co-Director of Virtual Routes. He is also an affiliate at Stanford University’s Center for International Security and Cooperation, an Associate Fellow at the Royal United Services Institute, and Co-Founder and Managing Editor of Binding Hook, a Virtual Routes media outlet focused on technology and security. He holds degrees from University College Roosevelt, Utrecht University, and the University of Oxford.
Chuin Wei Yap (Program Director, International Trade Research, Hinrich Foundation)
Chuin Wei Yap is the program director for Hinrich Foundation’s international trade research, leading the Foundation’s development of original research content including analysis and insights across global trade. He was previously a journalist in the US and Asia with The Wall Street Journal. He also held positions during his career across Singapore’s Ministry of Defence, Ministry of Trade and Industry, and Ministry of Finance. Mr. Yap holds degrees in history from Oxford University and international affairs from Columbia University.
Ng Pak Shun (Chief Executive Officer, International Business, and Chief Corporate Officer, Singapore Institute of Management)
Ng Pak Shun is Chief Executive Officer, International Business, and Chief Corporate Officer at Singapore Institute of Management, where he oversees the organization’s overseas growth strategy and the expansion of its international partnerships, alongside its corporate functions. He retired from the Singapore Armed Forces as a Brigadier-General, having led strategic futures, geopolitical strategy, and long-term planning at the Ministry of Defence. He has also served as a Commissioner on the Global Commission on Responsible Artificial Intelligence in the Military Domain, and is a member of the Roundtable for AI, Security and Ethics convened by United Nations Institute for Disarmament Research. Mr. Ng holds degrees from the University of Chicago, Singapore University of Social Sciences, École Pratique des Hautes Études, and MIT Sloan School of Management.
Miguel Alberto Gomez (Senior Research Fellow, Centre on Asia and Globalisation)
Miguel Alberto Gomez is a Senior Research Fellow with the Centre on Asia and Globalisation. Previously, he was a Senior Researcher at the Center for Security Studies at ETH Zurich. His research focuses on the intersection of technology, foreign policy, and political psychology, particularly how novel technologies shape policy, strategy, and public opinion for elites and the public at large. He holds degrees from the University of Hildesheim, the Barcelona Institute of International Studies, and De La Salle University.
